Welcome to the City of Colorado Springs Planning and Neighborhood Services Department! Our group is comprised of unique Divisions that each serve an important role in helping our community to thrive. Learn more below about each of our teams and their impact.
Divisions
Land Use Review
The Land Use Review (LUR) Division, based out of downtown Colorado Springs, is committed to guiding patterns of development as laid out in our Comprehensive Plan. LUR staff works to interpret and apply the city code to serve the land use needs of residents, property owners, and developers. On a day-to-day basis, this division processes development applications for entitlements, reviews and issues various administrative permits, and provides zoning information to the public.
Development Review Enterprise
The Development Review Enterprise (DRE) Division, based out of the Regional Development Center, focuses on the implementation of entitlement level applications through the review and processing of building, sign, and land use permits. Our team is passionate about delivering friendly and efficient customer service to our community.
Long-Range Planning
The Long Range Planning (LRP) Division, based in the City Administration Building, oversees policy, data management, and community planning for the City of Colorado Springs. This includes the maintenance of the City’s comprehensive plan, PlanCOS, and directives thereof such as the RetoolCOS and AnnexCOS projects and the Neighborhood Planning program. The Division regularly coordinates with internal and external stakeholders to facilitate planning for the future of the City.
Urban Planning
The Urban Planning Division focuses on guiding development in the City’s urban core, focusing primarily on downtown and the immediate surrounding areas. The urban planning division works to interpret and apply the form-based code as well as the city code to serve the needs of residents, property owners, and developers. The division regularly processes development applications for entitlements and administrative permits as well as being involved in in a range of urban issues including mobility, public art, placemaking, and social services.
Neighborhood Services
Neighborhood Services works with residents, businesses, and community stakeholders to remediate signs of urban blight and violations of City Code. Neighborhood Services employs a solutions-oriented approach to working with members of our community to solve problems and create a city for which everyone feels engaged and proud.
Engineering Development Review
Engineering Development Review (EDR) Division, based out of downtown Colorado Springs, is responsible for the review and approval of new and redevelopment submittals of public improvements that includes street and drainage construction plans, geologic hazard studies, pavement design reports, development applications, subdivision plats and annexations. Engineering Development Review ensures compliance with the City's Engineering design criteria, standards, and City code.
