Proclamation Request

City Council welcomes the opportunity to recognize exceptional individuals and events within the City. These keepsake proclamations may be issued in honor of civic events, to recognize noteworthy achievements or to celebrate important dates in the life of an individual or organization.  A request for a proclamation must be made at least 10 business days prior to the date requested. Please read the Proclamation Guidelines before making a request.  You can upload your draft proclamation below.

Proclamation Guidelines

Proclamations are ceremonial documents signed by the President of City Council and are issued to:

  • Promote local art and cultural celebrations
  • Raise public awareness of local issues that impact health and safety in Colorado Springs
  • Support charitable fundraising campaigns that benefit a majority of Colorado Springs residents

Proclamations recognizing individuals will generally not be considered unless they concern Colorado Springs:

  • Citizens
  • Business owners
  • City employees and/or local officials who are recognized for their outstanding service to the public
  • Retiring military officials who have made a significant contribution to the Armed Forces and are/were stationed at one of our local military bases

Proclamations will not be issued for:

  • Campaigns or events contrary to city policies
  • Events or organizations with no direct relationship to the City of Colorado Springs
  • For-profit causes
  • Matters of political controversy, ideological or religious beliefs or individual conviction
  • Pending ballot or legislative issues

Presentation of Proclamation at City Council Meeting
Only proclamations related to city-sponsored events or programs or in recognition of outstanding community service are read and presented at meetings. A representative should be available at the meeting to receive the proclamation and make a few brief remarks about the subject of the proclamation.

Additional Guidelines:   

  • An organization does not have exclusive rights to the day, week or month of their proclamation
  • Other organizations can share the day, week or month of a proclamation
  • An organization should request only one proclamation annually
  •  Proclamations are not automatically renewed. Requests must be made on an annual basis
  •  Proclamations must fit on a single page and be in 12 point font, with room remaining for the signature of the President of Council and the City Seal
  • More than one cause can be proclaimed simultaneously
  • The City Council President reserves the right to modify or deny any proclamation request. In cases where proclamation criteria are not met, a Certificate of Appreciation, Recognition or Congratulatory Letter is an alternative
