CSPD Case # 23-82532

In late May of 2023, Organized Retail Crime Investigators with Home Depot were made aware of a contractor, Shane Railey of Railey Custom Renovations, who was stopped while attempting to steal $780 worth of cabinets. Mr. Railey was issued no trespass notices to all Home Depot locations during that incident. Mr. Railey continued to return to Home Depot and commit thefts. Home Depot Organized Retail Crime Investigators then partnered with the Colorado Springs Police Department’s Metro Retail Pawn and Metal Theft Unit (RPM). Through the investigation, Investigators and Detectives identified a pattern of theft conducted by Mr. Railey dating back to at least October of 2022. Mr. Railey was determined to be stealing job materials for various contracting and remodeling jobs, while charging the customers the value of materials. It was determined that on at least one project completed by Railey, he would inform the customer that the cost of materials would be more and would charge a higher price for the project. The theft from Home Depot was determined to be valued at over $31,000. An arrest warrant was completed for Mr. Railey for Theft and Money Laundering.

On August 3, 2023, Detectives with Metro RPM located Mr. Railey and he was taken into custody without incident. Organized Retail Crime continues to rise across the nation. This case is a great example of the ongoing partnership of CSPD Metro RPM and the Retail Investigators. This partnership allows Detectives to identify and proactively work cases related to prolific retail criminals effecting our community.
