Pre-Application Meeting

Macro Cell Towers application are processed by the Planning and Development Department. For all Macro Cell Tower applications, the Consultant Representation/Provider may request a voluntary pre-application meeting.  City Planning will coordinate the pre-application meetings between the Consultant Representative/Provider, and the appropriate parties within the City.  At this meeting, the City will discuss proposed cellular communication facilities and all necessary documents, fees, and other requirements related to those sites.

Macro Cell Tower Applications

Macro Cell Towers always require one of the following Commercial Mobile Radio Service (CMRS) application type(s): CM1, CM2 or CM3.  After the pre-application meeting, each of the three (3) CMRS application types follows a separate track.The application and process for each track are outlined below:

CM1 Application Track

For Macro Cell Tower (Stealth Freestanding Facility) over maximum height allowance in City Code, a Nonstealth Freestanding Facility, or a roof/building mount that exceeds the height limit.

The CM1 application process follows the City Planning Commission (Public Hearing) Development review process, and the Consultant Representative/Provider must complete the following:

  1. CMRS Conditional Use Application, required documents, reports, site plans, and pay the associated fees;
  2. Neighborhood and City Review Agency Notification;
  3. Mineral Estate Owner Notification Form;
  4. Public Hearing (City Planning Commission) and Additional Neighborhood Notification;
  5. Building Permit Application with Pikes Peak Regional Building Department (PPRBD);
  6. Installation of Facilities.

CM2 Application Track

For Macro Cell Tower that meets all zoning requirements in City Code

The CM2 application process follows the Administrative Development Plan review process, and the Consultant Representative/Provider must complete the following:

  1. CMRS Development Plan Application, required documents, site plans, and fees;
  2. Neighborhood and City Review Agency Notification;
  3. Receive Administrative Approval from the City;
  4. Building Permit Application with PPRBD;
  5.  Installation of Facilities.

CM3 Application Track

For Minor amendment to existing Macro Cell Tower or roof/building mount.

The CM3 application process follows the Administrative Minor Amendment to the Development Plan review process, and the Consultant Representative/Provider must complete the following:

  1. CMRS Minor Amendment to Development Plan or CMRS Minor Amendment to Conditional Use Application, required documents, site plans, and fees;
  2. City Review Agency Notification;
  3. Receive Administrative Approval from the City;
  4. Building Permit Application with PPRBD;
  5. Installation of Facilities.
